Ethiopia has once again taken a bold step toward solidifying its position as Africa’s leading aviation hub with the launch of a $7.8 billion mega-airport project near Bishoftu, located approximately 40 kilometers southeast of Addis Ababa. This ambitious initiative, spearheaded by Ethiopian Airlines Group in partnership with the African Development Bank (AfDB), is set to reshape the aviation landscape of the continent and elevate Ethiopia’s status as a global air transport leader. However, concerns are emerging over whether this project is truly necessary or if it will become a costly miscalculation.
A Transformational Leap in African Aviation or an Overambitious Gamble?
The Bishoftu International Airport is not just another infrastructure project—it is a strategic investment aimed at relieving congestion at Addis Ababa’s Bole International Airport, which currently handles around 17 million passengers per year. Once fully operational, the new airport is projected to handle over 60 million passengers annually by 2040, with an ultimate capacity exceeding 100 million passengers per year. This would position it among the busiest airports in the world, competing with major international hubs such as Dubai, London Heathrow, and Atlanta.
However, a closer look at Bole International Airport raises concerns about whether such a massive expansion is justified. Observers note that during the day, Bole is mostly empty, with the majority of flights concentrated during nighttime hours. Most flights operate to local airports within the region, with fewer long-haul international flights compared to other major hubs. If Addis Ababa’s main airport is underutilized during the day, does Ethiopia really need another airport of this scale?
Strategic Location and Economic Impact
Bishoftu’s strategic location makes it an ideal choice for this mega-project. However, aviation experts warn that connectivity alone does not guarantee profitability. Airports require a steady influx of international travelers, business passengers, and cargo to remain viable. If passenger volumes do not grow as projected, Bishoftu International Airport risks becoming a financial burden rather than an economic catalyst.
Infrastructure and Technological Advancements
The mega-airport is expected to feature cutting-edge technology and infrastructure, including:

Will This Become Another White Elephant?
For the broader Horn of Africa region, the Bishoftu International Airport represents an opportunity for increased connectivity and economic growth. Djibouti, Somalia, Eritrea, and Somaliland could benefit from improved trade links and more accessible travel routes. If managed strategically, the new airport could serve as a catalyst for greater regional integration and cooperation.
However, given the existing utilization patterns at Bole International Airport, there is a real concern that this project could end up as another “white elephant”—a costly, underutilized infrastructure project with little return on investment. Somaliland, in particular, stands to gain from improved access to international markets, but would it not be more efficient to enhance existing regional airports rather than build an entirely new mega-hub?
